HONOLULU — Pacific Marine & Supply Company (Pacific Marine) announced today that Michael Formby, a seasoned public-sector leader and executive who has served as Managing Director of the City and County of Honolulu for the last five-plus years, joins the company as its Chief Executive Officer. Effective June 1, Formby will lead Pacific Marine, guiding the company through its next phase of maritime innovation.

Pacific Marine & Supply family of companies is an 82-year Hawai‘i institution with operations spanning defense and maritime technology research and development, ship repair, marine transportation, engineering, manufacturing and industrial services.
As Managing Director for the City and County of Honolulu, Mayor Blangiardi’s principal management aide, Formby oversaw city departments and helped lead initiatives focused on government modernization, affordable housing, homelessness response, permitting reform, infrastructure delivery, public safety, climate resilience and day-to-day operations.
During his tenure, Mayor Rick Blangiardi’s administration advanced numerous transformative initiatives, including modernization of city services and permitting systems, expansion of affordable housing programs, transit and rail system improvements, recruitment and workforce modernization efforts, renewable energy projects and the establishment of Honolulu’s first Ocean Safety Department.

Under Formby’s leadership, Pacific Marine will continue to focus on advanced maritime systems, engineering innovation, prototyping, autonomy, applied research and emerging technologies supporting commercial, maritime and national security applications.

Prior to his current role at the City and County of Honolulu, Formby served in numerous executive positions in Federal, State and County government. Formby led Hawai′i’s commercial harbor system between 2007 and 2010, led Honolulu’s Department of Transportation Services between 2013 and 2016, where he served on the Honolulu Authority for Rapid Transportation (HART) Board alongside Colleen Hanabusa, and joined Congresswoman Colleen Hanabusa in the U.S. House of Representatives in Washington, DC between 2016 and 2019 as her Chief of Staff. Between his public service, Formby practiced maritime law between 1990 and 2013. \u200b
A former commissioner on the State of Hawaii Land Use Commission and instructor of Admiralty Law at the William S. Richardson School of Law, Formby holds a Bachelor of Science with honors from Texas A&M University and a Juris Doctor with honors from South Texas College of Law. Formby served as a commissioned officer in the U.S. Air Force from 1983 to 1990, where he was a procurement contracting officer for the acquisition of E3A surveillance aircraft for NATO and classified software systems for Japan and Korea. \u200b \u200b \u200b \u200b
